hi, i wanna know which cabinet will be best among these 2 , in terms of cooling and cable management .

The 300R, it has space for bigger air coolers than the SPEC 02 does.

can you suggest any fan controller which should also have the led fan light on/off switch.

The LEDs of a fan are usually powered by the cables that power the fan itself, so controlling the lights is impossible without turning on/off the fans as well. Try the NZXT Sentry, a lot of people seem to like it.
