Your framerate is too high.

No really, I'm serious.

Skyrim has serious issues with >60fps, blame it on poor game design. Turning on V-sync will stop the problems, so will capping your framerate to 60fps with nvidia inspector (use that if you dislike V-sync).

Nvidia has a guide for skyrim that tells you how to enable vsync by editing Skyrim's .ini files. It may take you a bit of reading to figure out how to do it as I've forgotten exactly how off the top of my head.

Alternatively, you should be able to force vsync on in skyrim through the nvidia control panel.

If that doesn't work (or if you have a 120hz monitor), then download this program

and use it to cap your frame rate to 60.

I have 59hz monitor but can i cap it at least at 70 cause when its 60 it will always dip to 57-58-59? Or its recommended to be 60.

Vsync will cap it to your monitors refresh rate, so 59, but if you use nvidia inspector you can try whatever cap you want. Give it a try, if you don't notice any physics/water bugs then stick with it.

I don't know the exact point at which skyrim begins to have problems, the general consensus is that the problems start somewhere above 60 fps and get worse the higher your framerate gets. When I used to play I was running around 100-140fps had the same issue with the water bug (I had flying animals too), so I just capped my framerate to 60 and didn't do any experimenting with what framerate the problem starts at.
