Download speeds very slow

I have an HP i5 2500 3.3 GHz business computer 8 gigs of ram, gigabit wired Ethernet coming through un-managed gigabit switch, running Win 7 pro 64 bit. My internet provider is Charter Business Cable and we are seeing 62-64 Mbps download speeds (as tested on www.SpeedTest.net) on all our other computers on this network, all running Win 7 (32 & 64 bit) with slower processors. My HP hits 3-6 Mbps down, 3-4 Mbps upload in best case.

I've tried changing cords no change, tried switching ports on switch no change. My computer does run the HP encryption on the hard drive.....any suggestions?

As a test, can you swap into a port connection that any of your other PC's use?

Or, can you connect the suspect port output to a temporary laptop - just to run speedtest. If you can confirm that all ports are enabled for the same speeds then the issue must be with the HP PC. For this, re-confirm all connections and network settings. Is there a second ethernet port on the HP to try out?
