Amazon is apparently listing the box size. Sapphire's own listed specs for that exact card are 264x103x45mm.
Probably not... The video card lenght is 40 centimeters (Product Dimensions 40 x 25 x 6 cm),

Would easily be the longest GPU I ever saw by far if it really was 400mm. The 7990 is a monster and only like 300mm.
 

Those 400mm seemed odd but who am I to second guess Amazon. Guess that's what got the thread started in the first place.
