I just finished installing the fan as instructed via video and the manual. However, I'm not seeing any real difference in cooling performance. The fan is running at max rpm and facing the correct way. The thermal paste is supposed to make it around 10C cooler, but I've only 2C drop since before installing the cooler and paste. I did wipe the previous paste off the CPU with Isopropyl alcohol to get rid of the existing glue. I was running on AMD Turbo Core before and after, so that shouldn't affect it. Does it take time to work or did I do something incorrectly?

Further detail:

Fan facing towards RAM like shown in the manual and on the video.

I put a pea-size droplet of the MX-2 Compound and the heat speaker spread it around. There might be a bit on the edge but it's not enough to slip down the side (mainly to the fact that I had issues with the retention bracket.

It was around 42-45C before install and it's pretty steady at 39C when typing, but I'm pretty sure it would should up to 42-45 if I was doing intensive things.

So any clues/thoughts on this? Am I expecting too much of this? I was expecting atleast 10C drop between the paste and the cooler, but 5C at idle is a bit unsatisfying. Does the paste take time to kick in?

You really need to add a second fan to the EVO for good performance. I changed it up to 2 PWM 140mm fans I had. But if you are OCing an 8350 then you are running close to its top heat load anyway..

I did search but not finding much useful information. There was one case where this person had temps of 65-66C but I've never broke 50, even with my stock cooler and stock paste. The other posts I've found had custom CPU coolers/fans installed.
 


Then it should be fine really, the cooler isn't meant for OC'ing but just for keeping your general usage of the cpu under a acceptable temp, just don't OC it and you should be fine, do you have good airflow in your case?

Well cable management could be better (first time building PC and didn't think a non-modular supply would hurt... it sure does not make it easy), but it's not blocking any of the vents. I have two case fans installed. The case is a(n) NZXT Source 210 Elite. I've read on some other posts here on TH that people had success with overclocking with this same CPU and fan, so that was my intention when buying the cooler.

I'm running a 6300 w/ Turbo.

And no it's not hot and stuffy in the case. It's actually quite cool in there. Also I do have AC in house around 75 degrees so that should keep it from heating up due to outside temperature.
