New Graphics Card Not Working

I recently purchased an XFX Radeon R9 270 graphics card and have been having trouble getting it to work,, as it fails to output any signal

I am sure that it is seated correctly and receiving power as the fans are spinning, but I still fail to get any output from it. I am certain it is not a monitor or monitor cable problem since I have no problem using the onboard graphics with the current monitor and wires.

Is the card dead or am I just overlooking a simple solution?

btw, the motherboard is a Biostar N68S3+

Check -
It's locked into pcie slot 1 - nearest the cpu
You have the monitor cable on the card rather than the motherboard
The power supply leads are connected to the 270
You have bios switched to pcie graphics

I'm having trouble finding an option in the BIOS to switch to PCIE, where would I find that option?
