cheap build for outside computer

hey my parents have an office that is in a shed outside, we live in the south where it can get very humid. their current PC they have in there is very old and has XP on it so i was considering building them a pc. they use it for their business where the most important program they run is Access.

i came up with: but i am looking for feedback on price and parts that will work well under the aforementioned elements. trying to keep it under ~400
