Monitor showing blinking backlight... onboard video issue??

Hi, I have a Dell Vostro 220s computer with Dell Ultrasharp 2009W Widescreen monitor. Recently the monitor started giving me a strange "backlight" screen without the cursor. It's not fully dark, it's got some backlight there. (It's random, it doesn't happen every time.) I ran diagnostic tests a few times but no problems were detected with the PC itself (except that it didn't run the test for onboard video, it simply detected it). So I thought it should be the onboard video's problem. (I've reinstalled OS and drivers so I really don't think it's software issue.)

After some time I noticed that this strange symptoms only appeared when I switched on my PC before the monitor. So I tried and managed to simulate the problem today. After seeing the backlight on screen, I immediately unplugged the VGA cable from the PC and plugged it to a laptop.

The backlight screen remained for a few seconds before it went dark. But, I was surprised to find that after plugging it to the laptop, it's still showing the backlight screen!! I have been quite certain that my monitor is working fine until I see this today....

Something I forgot to mention in my old post yesterday. The backlight screen does not stay still. It will go dark and come back to backlight every few seconds.

Now I really have no idea if my monitor is faulty or whether it's the onboard video's problem? My PC is already 5-year old and out of warranty support, and now I'm struggling whether I should get a new set of PC:(
