Possible broken GPU or PSU?

I've had problems getting my PC to do anything other than start the fans/lights last few days. With the current hardware when I turn the PC on all the fans start but there is no display, no bios beep, or nothing to indicate that anything is happening. On the seemingly random times I do get into windows i crash and the same thing happens. The crash that caused this happens when I'm playing any game from anywhere to 5minutes into it or 2hours into it, my computer freezes and the display goes an odd frozen static like display and will not boot when i reset it.

I've tried changing my motherboard as that was my first thought, and tried the usual CMOS clearing but nothing works. The GPU I have is a 2 year old 7970 and my PSU is a 5 year old 700watt supply.

The only ways I've managed to get my PC to boot again are: 1) leave it on doing nothing for 30mins then restarting will sometimes result in a boot and getting into windows which results in the same crash after a certain amount of time. 2) Use geforce 7800gt which results in a boot 100% of the time and seemingly no crashes.

Now would a broken GPU cause the computer not to boot? I was wondering if the PSU was dying and the higher power demand from the 7970 was causing it not to work where the lower demand of the 7800 allowed it to boot successfully.

Edit: I have no other power supplies or graphics cards to try. + It is definitely not overheating, I monitor the temp and its always 60-70c on load.

It gave me something about applecharger.sys bluescreen. Did the suggested fix and same thing happens, boots with 7800gt and not with 7970. The 7970 wasn't overheating, I monitored the temp in all games using msi afterburner.
