How hot is your GPU getting? What is your case cooling like? What is your system spec and how old is your system?

As snowctrl implied, this could pretty much be a thermal throttling issue. Here's what you could do to prove it could be the issue (be sure to start out with a fully cooled off PC by leaving it unpowered for at least an hour or so).

1 - Download GPU-Z and execute/install it (no difference, really. It's down to your choice).
2 - Select the "Sensors" tab and leave GPU-Z running in the background (don't close it, don't send it to the tray).
3 - Launch the game and play normally.
4 - Once you start seeing those slowdowns, close down the game and go back to GPU-Z.
5 - There will be a field named "GPU Temperature", click on the number box in the middle until "min" and "max" appear written in green on the top left corner of that box. Write those two values here.

The Minimum value is 46 C
Maximum is 56 C
Average is 49.8 C

Ok, no thermal throttling.
Did something happen before games suddenly started slowing down? Did you do any updates? Any change in hardware or their settings?

I mean, the 4350 isn't a performance champ, but should handle those games at low-medium settings.

I started naruto with lowest settings possible but no luck
Tried to clean the CPU from the inside didnt work either
I think my C drive the system drive has a less free space(777 mb lucky right) is it a threat?

Well, 700mb in disk space left nowadays is indeed low, but shouldn't cause such issues.
What do you mean you cleaned your cpu "from the inside"? Did you do that before or after the issues started?

If you touched printed circuits with your bare hands without proper ESD protection, you might have inadvertently ruined part of the circuits, making the system unstable.

I meant that i unclogged all the dust from the cpu and video cards etc
i didnt touched them with bare hands i used a blower and a compressed air can to clean up .
I did this in past and it did acctually speedup the programs but now it didnt

Ok, you still didn't answer to my previous questions however.

Did something change in your system lately? Did you install any new hardware/software or any updates?
