Allocate Shared graphics to dedicated graphics

I have 1280mb of dedicated graphics from my amd graphics card,i have a total available memory of 5093mb of graphics memory and 3813mb of shared will i be able to use some of that 3813mb to get more dedicated graphics

ram on the gpu is not allocatable - either the software uses it for rendering or what have you, or it doesn't

No. Dedicated memory is only dedicated to GPU only. Windows terrible misleading word of "total shared memory" just means it uses RAM to move data around which graphics memory do to since a lot of applications uses GPU to do some memory work.

But system ram does not = dedicated video memory that are soley for the purpose of rendering images.
