Gaming computer parts to run all games 60fps on ultra for around £650

Hi. I've been saving up and am looking for a gaming computer for £650 or under that can run all games at 60fps on ultra. I previously asked this same question in febuary and got these two responses: http://uk.pcpartpicker.com/p/3c9Ck and http://uk.pcpartpicker.com/p/2UO1o (second one doesnt include the disk drive but thats anther £15)
I was wondering which is better or if you think that since then better options have been created. I don't know a lot so if you could walk me through it that would be great!

Open you computer up and look at the only part which is facing down onto the motherboard with a fan over it and copper under that. That is the heat sink for the processor. Under all that is a small chip that does all the magic, but gets crazy hot. The heat spreads from there thru the copper fins (some may look more block like) and the fan usually blows air onto it to keep cooling it, but some fans will pull air away. If your case has small holes over a small section of the left side then that's what it is for. That fan needs cool fresh air to pull in. when you buy a processor most of them come with this included, but sometimes they won't or the one that comes with it isn't that great. a good aftermarket cooler is a great investment because it will always be able to carry over to another build if you upgrade and most if them are interchangeable with different sockets. Good motherboard and cooler will give you more options to overclock to get better performance if you did need to later. Really can't go wrong with one.. Its kind a like gasoline... You can use the lowest grade, but the higher one will help you be more efficient and better down the road

second build, but the gigabyte ga970a ud3p is better for the 8320 because of high power need and possible overclocking. a gigabyte radeon r9 280x is cheaper an possibly better(more memory, rest is about the same). maybe a little bit more power for the psu(650 w). the cooler master n300 is good case too. you will need!!! a better cooler for the fx-9320

+1, but an SSD is not really needed unless you prefer a faster boot time or faster game load time.

SSD will make everything faster. Not just boot and game time, but opening any program that is on it. also, its a huge difference in load time that is definitely worth the little bit they cost now. If anything I would just get a new samsung ssd because they use 3d nand which really makes a lot of sense.
