Is my Graphic card too hot?

So i downloaded HWMonitor because i was curious, i have not experienced any problems of any kind ever with my pc in past few years.
So i downloaded it and my idle temp on my ATI Radeon HD 4350 is 67 C, then i played TF2 for few hours, when i finished playing it was 86 C and "MAX- 96 C".
There are no high temperatures on anything else...
How bad is this? How can i improve it? I moved my monitor from my PC a bit because my monitor is hot and it cool down to 65 C now. I was thinking if opening the case can give it more air and cool it better? should i do that? thanks.

PS: please keep in mind i'm extreme newb on computers and i don't know anything.

Check it again using Afetrburner..

Idle at 67C is too high. 86C gaming is way too high.

Blow out your case - especially fans, filters and coolers.

Get rid of overclocks. Raise your fan speeds -create a custom fan profile in Afterburner.
Almost all modern CPUs and GPUs have thermal management that throttles the chip down when it starts to overheat - the common way to observe this is if game performance suddenly slows down. This protection may not be there if the chip is being overclocked.

Your card will have specifications that you can find on the box, and at the manufacturer's website. Included in those specifications are it's operating temperature range - in minimum and maximum. As long as you are within that range, you're good.

You can run cooler by either moving more air over the GPU or by changing/improving the cooling method. In all cases, you cannot get lower than about 10-20C of your room temperature. This is called thermal efficiency.

Guys my power supply was totally clogged from inside when i open case and i clean it now and it drop to 57 C now that i clean it + open case ^^ can't belive i didn't see that! there was no air coming to power supply from the inside xD

I can't really buy anything new because i'm extremely poor and lucky that this apartment has internet... I'm struggling to buy a new mouse when i need it xD
