Force a Locked Frame-Rate: 30fps

Is there any way to lock a frame-rate to a steady 30? Video Card is AMD r9 270x.

I'm playing Assassins Creed 3, and even at the lowest settings can't hit 60 consistently. I would much prefer a steady 30 to a variable rate that goes up and down constantly.

There is nothing you can about that, framerates fluctuate in all games, this is a matter of lack of game optimization but not of your hardware. Tune down the god rays and ambient occlusion which will present a more stable performance, but that's about all you can do.

Vsync just would not remain at 30 regardless of how I set the game or drivers.

Also, I would have been more than happy to turn down detail and effects in order to achieve a locked 60, but those options are not available as it is a pretty terrible console port.

In the end I used this:
http://www.radeonpro.info/

It solved my problem perfectly. The game now runs at a steady 30fps. I suppose I can hit 30 at top graphics settings, which is some small consolation for not playing at 60.

It's a very good tool, so I thought I might share it here as some of your answers indicate that some of you might benefit from such knowledge.
