MSI Z97 MPOWER MAX AC (6 PIN PCI Power Connector)

I noticed on this Motherboard that It has a 6 PIN PCI connector that provides additional power to PCIe x16 slots. What I want to know is under what conitions would this connector be used for?
Is it just used for Overclocking?

I found out that it is only needed if you are going to do serious overclocking with your Graphics Card. It just provides more power.
