New Build, won't boot with R9 290

Hi, recently made a new build and it refuses to boot with the MSI Twin Frozr R9 290. It doesn't beep nor does it show the bios screen.

Build:
Mobo: MSI Z97-G45
Processor: I5 4690K
PSU: Corsair CX750M 750w
Memory: 8GB Corsair Vengence
Graphics Card: 4GB MSI Radeon Twin Frozr R9 290

Things tried with no success:
- Updating motherboard bios
- Updating drivers
- Using different PCI slots on board also tried another graphics card in the board which did work on all slots
- Switching the card from hybrid to legacy bios
- Checked all connections and made sure card was seated.

When I first booted the system the TV did say it was recieving 1080P input and showed a bunch of rectangular blocks of colour, but all subsequent boots showed a black screen. Moterboard has UEFI bios with a board explorer which does detect a graphics card in the PCI slot when it's connected and the cards fans do spin when it's started. Also windows detects a standard VGA adapter with a code 10 when I'm on the integrated and the graphics card is plugged in.

Sorry for the long post, I'm about to return it as faulty but the process is gonna take a while so I thought I'd ask the internets opinion.
