I have a virus that I can't uninstall... help.

So I recently accidently installed a virus. I downloaded a .exe file, and it gave me a virus. After I ran the .exe, I went to "uninstalled a program" and noticed some programs I didn't install, those being "adblocker" "priceochop" and some sort of fake PC booster. I've ran Spybot search & destroy, and norton power eraser. Both of them spotted a virus and claimed it was removed however it was not (or it was and for some reason the internet is still messed up). The internet (with all browsers) keeps on using https://, claims that every website has something wrong with it's certificate and when I do get onto some websites, it really old in a way as in every image is missing, there is no background, all the text is in "times new roman" or whatever that font is called. Also whenever I go on a game (Like Counter-Strike: Global Offensive) my ping starts of at 200 and slowly goes down to my average ping being around 60. (That is not my ISP/Game servers doing, My laptop just starts at my average ping so I know it's just on my PC).

I know practially nothing about IT so please try to be as simple as possible.

Any help is appreciated.

Download the ISO, burn to CD/DVD, boot from it.
Follow the prompts.

If the viruses are in Chrome, tell me. Or, if they are directly on your system, you can try reinstalling Windows...

So how do I boot using this disk?

Well, yes. But if you copy over the same files, you will probably be infected again.

There is probably NO need for a new drive. Try to eradicate it first.
