Slow browsing speed after installing windows 8.1 pro

Hi i recently installed Windows 8.1 pro x 64, in my old PC. Just after installing i installed BitDefender Total Security 2015 a few other essential softwares and started updating my system from the windows update section. The download speeds were good. And after that i opened the browsers and they are too slow, browsing speed are really bad but download speeds are ok.
I pay for the Bsnl Rs.950 plus tax plan where till the first 8Gb i get 4 mbps download speeds and then unlimited at 512 kbps.
I get an average of 25 kBps download speed( yes i exceeded the 8 gig) but browsing is really slow google takes a 1-2 minutes to load and mostly get an error message and am asked to retry.

Is it because of some error with my Windows 8.1 or why exactly is this problem happening. And since i use Bsnl i also don't know if this problem is because of them.

I've attached a pic which shows the Occupancy, SNR Margin .. those stuff so hope somebody will let me know where the problem lies and help me solve it.

Well i think you understood it wrong. I've been using this connection for the past 6 months and i know how the speeds are after the first 8 gigs are over (as they are over int he first week of the month) and for the rest of the month i use it in the reduced speed. But now it is so slow it feels like almost 20 to 30x slower than the previous speeds i got with this 512 kbps connection( last month the previous month..)

Maybe they haven't enforced the speed limit as much on you until know and you're seeing the real 512kps speed, as that is painfully slow in todays day of age.

Do you have a phone, tablet, something else you can test the net with? also is a 3g based net, or dsl or what? other things can affect speed.

I don't go by with your first part i think they've enforced it every month. I'm saying this because the wifi speeds in my mobile are quite good(the same speeds i got last month after i exceeded my cap).

Yes i have two mobile phones to test the speed with. This is a dsl connection( lined broadband).
