Compatible, yes. There is a very tiny chance that the MB may need a BIOS update to recognize the newer card, but I feel that is a really minor chance. What resolution is your monitor?
Check out the GTX 750TI also. If you can find one of those used at your budget, that would be even faster.

You might have better luck with not needing a BIOS update with the R7-250 than the GTX 750/750 Ti. It is slightly older technology. But I think you have the wrong impression about needing the 2006 BIOS for your chip. BIOS versions are backward compatible. A newer version will still be able to recognize your processor. You just can't use an older version.

But with OEMs like Dell, they may have stopped updating the BIOS for that machine long ago. So the whole discussion may be moot. I really don't think you'll have any BIOS issue with the R7-250. I just felt I needed to point out the possibility no matter how slight.

I don't know about the bios detecting my cpu, its not ment to allow the quad core to be allowed, but others have found out about it and shared it, i dont really fell safe is i was to upgrade my bios and not be able to turn back.

I'd go ahead and get the card. If your PC recognizes the HD 5450, there's little chance you'll have issues with the R7-250. At worse, you'd have to return it or put it up for resale. But I doubt you'd have any trouble using it in your system.
