Possible reason for r9 290 to give low fps?

CPU: Intel Core i7 4770K @ 3.50Ghz
RAM: 32.0GB Dual-Channel DDR3 @ 2666MHz (9-9-9-24)
Motherboard: ASUSTeK COMPUTER INC. MAXIMUS VI EXTREME (SOCKET 1150)
Monitor: BenQ RL2240H (1920x1080@60Hz)
Graphics Card: msi AMD Radeon R9 290
Storage: 111GB KINGSTON KINGSTON SH103S3 SCSI Disk Device (SSD)
1863GB Seagate ST2000DM ST2000DM001-1CH1 SCSI Disk Device (SATA)
Power Supply: Corsair RM-850 80 PLUS Gold
OS: Windows 7 Professional 64-bit SP1
also, using a CORSAIR CWCH100i Hydro Series H100i High-performance CPU Cooler..

everything works fine, I just am not sure why I get lower fps than expected in games, such as skyrim, dishonored, fallout, even counter strike GO. the r9 290 should get the maximum fps on those games yet it gets lower than claimed online.

My question is what would be the reason if its not temperature, cpu/gpu/ram usage, what else is there? oh and drivers are up to date, everything.

I'm not sure could it possibly be not assembled well? Voltage n all are fine don't mind asking. I just need some possible solution to this problem whats wrong =/ been at it for past 4 days now!!

It is possible that the MSI card is throttling. I wouldn't say that it is one of the better coolers on the market. There have been issues with that card overheating and VRM overheating too.

no overheating issues im certain, I've went over all the data, its just the GPU Clock not staying at higher rates but then again i guess fluctuation is fine, yet I get low fps..
--CHECK link for data ;o i've been having this issue for almost a week now.

ffs, I get 27-37 in towns of skyrim and interior(inns, dungeons) high 50 fps, and exterior exploring Im left with 34-low50s; I'm supposed to get a flat 60 all over with almost no drops with this card/specs, not sure whats going on here.

Install MSI Afterburner and track your video card data while gaming. You realize that we are not some kind of oracles here? There can be 500 different causes to this and the more actual data you tell, the better we can guess it.

Is this a new card? Was it fine before? If it was working OK before, then maybe you have installed some shiite you shouldn't have to and rollback to previous system may help...

Also, what are your Anti-Aliasing setting in the Catalyst Control Center?

everything is default and its brand new 5 days ago-- and if you have read thru the posts I did post a link in reply to another person, if you've come here to shit around dont need your help.

Go to safe mode, uninstall your drivers, go download 14.4 drivers from AMD, set them up fresh and try again.

If still does not work, try using other power connectors to power up your card.

If still no luck - return the card. Don't try to flash bios or overclock otherwise they won't accept it.

The clock is weird there.
