I want to upgrade or rebuild a B110 with my kids. How high can I take it. Starting with the mother board which I assume will dictate the totale upgrade and cost. Can I get it to a Intel quad core 2.66?

It's a Dell Desktop PC.

It is incredibly old. I found one selling with Windows XP and Microsoft office 2003.

Budget first. The $ you plan to spend and the intended use will help assess what you can buy.
Anyhow, even without knowing the specs of your Dell B110, Ss it runs XP, I guess is some 10 year old, so you would probably be able to salvage very little of it, if anything, maybe keyboard and mouse?

The Specs are:
CPU: Intel Celeron D 2.53Ghz
RAM: 512mb with a max of 2GB
HDD: Varies, but I've found anywhere from 80GB to 160GB
Motherboard: Not sure, I belive it's a very old Intel branded one with a 865GV Chipset

If these are the specs, there is little to be salvaged there.
If the current PC works and fulfils your needs and intended use, you could perhaps add some RAM or get a larger HDD, but it will be always borderline anti-economical as the rest of the PC is a few generation old and with these $ you could start buying parts for a brand new PC.
