Laptop CPU an Motherboard 70 degrees c, is that bad?

My laptop had recently been getting very hot and I am not sure why.

When checking my CPU an MOTHERBOARD are regularly over 60 centigrade even when just idle or website surfing.

If I am running video my cpu spikes at around 90 and motherboard around 85 so I was wondering if there is anything to worry about?

I have cleaned the laptop of any dust and its recently had a new hdd but I am unsure if this is something to worry about?

My specs;

cpu; core 2 duo T6400 2GHz
Motherboard; PB EasyNote LJ65
GPU; HD4570 512mb
HDD; 465gb Seagate (also running at around 40 degrees)

any help would be great thanks.

I can't buy a new laptop atm just brought a new pc lol.
I have read that laptops are usually fairly hot due to their small form an usual lack of cooling but was worried as it feels warmer to the touch then normal. I'll keep an eye on it I suppose, thanks for the feedback.
