First, no I don't have a surge protector. Yes, I am an idiot.
My power just went out during a lightning storm, and when I tried booting my PC back up, I get one long beep followed by three short beeps, which tells me no "VGA detected". Considering the circumstances, and the fact that all my devices appear to be working (fans spinning, including the one of my graphics card, hard drive, ect) could my graphics card be fried? Or is there anything I should do to test it before coming to that conclusion? Please help, thank youuuu

If you are lucky only the PSU has been damaged. With out full system specs its hard to suggest a troubleshooting path.

Okay:
Motherboard: ASUS M5 A97 R2.0
Graphics card: ATI radeon powercolor
CPU: AMD FX-4300 Vishera 3.8GHz
Hard Drive: Seagate Barracuda ST1000DM003 1TB
RAM: Kingston 8GB 240-Pin DDR3 SDRAM

Also, i dont think its the PSU, because everything turns on/boots up properly

How do you know its posting or booting with no display? If the system was posting and booting properly you would have a display, unless the monitor is bad. Just because the system is receiving partial power doesn't mean the PSU is good.
