What is the easiest way to transfer windows 7 to a computer without an OS?

I'm currently building a PC and need to find a reasonable way to download Windows 7 to the new desktop. My current desktop does not have ability to connect a SSD hard drive which I am using for my new PC. I am able to download Windows 7 for $15 through my school so it isn't cost-effective for me to have to buy a CD.

If I purchase the downloadable Window 7 am I able to burn it to a CD? Does anyone have any other ideas?

I would buy the $15 copy, then use the "Microsoft Windows 7 USB/DVD Download Tool" To make a bootable Windows 7 USB. You can also make a bootable disk with your download as well.

how large of a flash drive would I need for that? Would I need to do anything special to the USB?

You won't need to do anything special to the USB, but doing this will remove anything already on the USB. The size depends on which version of Windows. I don't remember exactly, but I know an 8GB flash drive is more than enough.
