Graphics card won't work, black screen with pixels at top

Card: XFX 7950 core edition
Motherboard: ASUS Maximus VI Hero
Processor: i7 4770k

None of the PCI-E slots would show video. The manufacturer said this after I RMA'ed it:

"Hi we have received your card and just finished up testing, we were able to get the card to display without any issues through all output ports and the card performed flawlessly through our suite of 3d benchmarks and tests. There's multiple possible causes for getting no signal at bootup, and it doesn't seem like this card was the source of those issues."

From what I gathered, the system gets through POST, and hands control to the OS, win7 in my case. The motherboard gives no error codes for RAM or PCI-E or anything really, it gets to A0, which is the all good code. Windows runs, and the card is on, getting power, but there's no image but for a few colored pixels at the top, in the representation. (I can tell windows is running because when I do a hard reset windows complains of improper shutdown) This is what confuses me. The card, according to XFX, works flawlessly. The motherboard gives no error codes, the system POSTs, and windows loads, just no video in windows. The only test I can try left on my machine is testing different pci-e power cables and booting with integrated and seeing if the card shows up. If anyone has any better suggestions/ideas, I'd love to hear them.

Considering the fact everything seems to work it could be an issue with power delivery through PCI-e pins or video cable is having issues.From my experience, no display tend to be a problem not with hardware but rather software issues that corrupted AMD catalyst files or Windows OS itself causing it to not detect display. My R9 270 DVI connection for some unknown reasons windows doesn't detect it when its working perfectly but it will only detect HDMI.

What PSU are you using? Might be a stretch but maybe your monitor is...

If the manufacturer tested it and it works for them and your onboard graphics work, there is only problem then which is your PCI-e port is busted. Try it in another PCI-e and see if it works. If none of them work then it means ur PCI-e busses are fried.

What is your spec and graphics card? It would help if you actually post them along with the question.

Also, I don't think the PCI-E bus is fried, as I have a pci-e soundcard, the creative soundblaster zx, and it stillw orks. I asked some friends, and they think the PSU is the issue. What's your take on that.

What PSU are you using? Might be a stretch but maybe your monitor is busted???

Try switching out your video cable be it DVI/HDMI and try either on the output ports for your XFX. If that doesnt work, then it might be PSU itself.

The problem with PSU failure is that sometimes it is extremely difficult to diagnose if its actually the power supply that is having issues because generally it doesnt show specific signs of actual default. If you can, get your friend's power supply and try that on your computer. If you can't get another one then you need to bring your PSU to a professional shop and get it tested since they are the only ones that have the equipment to accurately test PSU's.

If all else fails, reformat your drives and do a fresh install of Windows.

I feel really really really stupid, because the card started working after I noticed something. After another boot on integrated, it occurred to me that I haven't seen my windows logo in a long time. Some googling later, I found it was because of an option in msconfig. I unchecked it, thought nothing of it. Then the next time I tried my graphics, before changing anything else, the card displayed windows and everything. So I think you were spot on with the software issue, I just have no idea with that little checkbox would screw everything over.

Oh, the good old msconfig. I never had a problem with any of my boot settings since i manually customize which programs I want to start with instead of junk i dont use. Maybe you should start customizing your boot options, at least that way when things boot it will have less corruption and starts windows faster.

But I'm glad to hear you solved the issue.
