Need help with picking parts for a New Gaming PC Build

Hey i want some recommended parts for a new PC. I already have a GPU EVGA GEFORECE GTX 750 TI 2 GB

I wanted to keep the build under $400 usd
I already have a mouse keyboard monitor and headset
I dont have windows
Also i wanted to run the newer games at like Normal settings 60 FPS Could settle for less though
Also plz let me know what you think it would run games at thx :D

thx but i forgot you say i already have an Optical Drive and Also i have an old computer that still has its old hard drive working and it has windows 7, can i put that Hard drive into my new computer so that i wont have to buy windows again?
