Laptop won't load Web pages

My sisters laptop is completely connected to the Internet, it is sending and receiving packets. But when I go to the Internet it says it can't load any Web pages. So I tried using an ethernet cable directly into the router a day still no luck. So I brought it to my grandmother's house and it worked perfectly. And meanwhile my desktop, laptop and other devices still work on it. I've tried ipconfig commands and nothing worked so any advice on how to fix this would help.

Seriously though, Sending and receiving packets only shows its connected to the router, not getting out to the internet.
Have you run a mal-ware sweep on it?
checked the router that its not blocking her?
Tried in safe mode with networking?

As above try safe mode with networking, this rules out any software issues, such as antivirus/firewall (you get to it by pressing f8 while laptop is starting).

Also check you dont have a static ip set, and that the saved wifi password is correct.

also try pinging a website such as bbc.co.uk from command line to check its not just the browser.

if it is the browser reset the browser to factory default.
