Max connection speed to Tplink Wdr3600 but low internet bandwidth

I got a new TP-Link wdr3600 router last week to go with my new ISP and speeds. It's range is surprisingly weak compared to AT&T's router and our old wrt54gs. This router seems to hate my desktop's Asus pcen15 PCIe network adapter. My connection to the router is a full 300mbs with excellent signal strength (only device to achieve this and this distance), but when it comes to internet related things it can only briefly (a split second or so) jump to a max of 1.2MB/s download speed. My ISP download speed is 25Mbps, which is a little over 3 MB/s download speed. No other computer or cellphone gets limited bandwidth like this one does( 2 laptops, another desktop, and 4 cellphones).

If I disable WMM connection speed to router drops to 54mbps max and i like to transfer files over the intranet between my computers, but regardless I lose the ability with some devices to even connect to the router.

How can the one computer with the best connection to the router get the least amount of bandwidth. Even when no other device is using the web its slow. Sometimes I get 0 bits connection for 5-20 seconds, but windows still recognizes that I'm connected to the router as well as the internet. Why is the router so severely limiting bandwidth to this one computer? Is it the router or the NIC? Can I cry? Can I be helped?
