Yes. If you turn off C&Q, it is usually enough for light OC'ing. Your MB's 4 + 1 Power Phase Design isn't designed for heavy OCs anyway. When you find your sweet spot, turn C&Q back on. It will save heat stress on the CPU during light duty not to have it running at full freq.

OC'ing a processor with an unlocked multiplier is done by... increasing the multiplier. Look in BIOS for the CPU clock multiplier. Take it up a click at a time and watch temps while stress testing the system with something like Intel Burn Test: http://www.techspot.com/downloads/4965-intelburntest.html
Keep increasing until it becomes unstable, than back off to the last stable OC. Increasing the vcore may get you higher if you change your mind about raising the voltage. Watch your temps while OC'ing with AMD Overdrive. It will show the thermal margin to TjMax instead of actual core temp. http://www.techspot.com/downloads/4645-amd-overdrive.html

TjMax is the point where the processor's built-in logic begins to throttle its freq back to save itself from excessive temp.

Yes. C1E, C6, Cool & Quiet. But only to find your highest stable overclock. Then you can turn the energy saver stuff back on.

If that is an Asrock Extreme 3 you will get severe thermal throttling with a decent overclock.
