Building a new gaming pc , help needed

Okay so im building a new gaming pc
what i have at the moment is:

core2duo 2.0 ghz
4 gigs of ddr2 ram
gtx650 2gb
80gb hd....yes ive had it for more than 10 years...
and a 550W power supply

What i have in mind is:

i7 4th gen
16 gigs of ddr3 ram
the same gpu (gtx650 2gb)
1terabite hdd OR ssd cant decide
650W power supply

Now what i mostly need help with is you guys to tell me if thats a good enough build to be playing games like arma 3 and such , and whats the best i7 processor for gaming? Im going straight of an i7 because i know later games are gonna require it and all so just telling me whats the best i7 processor would be much appreciated.
If you have any ideas that could help please im all ears (or eyes in this case) because i DO NOT want to mess this up.

It just means a motherboard with intels Z97 chipset. The motherboard will usually include Z97 in the title like this: http://www.amazon.com/Gigabyte-GA-Z97X-GAMING-Gaming-Networking-Motherboard/dp/B00JKCHDEU/

If your not sure the chipset will be listed in the description. Most if not all the major motherboard manufacturers have released their Z97 boards now so you should have no trouble finding one.

As for getting max frames on ultra on Arma 3 your graphics card will hold you back. The 650 will render fewer frames than the 650ti tested in this link (the fact that as 2500k was used in the test is of no consequence since Arma 3 does not to my knowledge use hyperthreading, and would only net <10 more frames at best)...

Best option right now would be the new 4790K (Devil's Canyon) which is compatible only to the Z97 chipset. The very best is the 4930K, but your not going to be able to make use of its power gaming so it is not worth it. The 4790k or the 4770k (if you want to trade a little performance for a slightly lower price) are probably your best options.

Money isnt really much of an issue mate as long as I run arma3 on max frames on ultra and is set (gaming wise) for the next like couple of years im good.
Im freaking sick and tired of always buying new graphics cards just to still play arma 3 on 20-30 fps max man its leaving a sour taste in my mouth and I wanna change that to the sweet sweet taste of max frames , no fps drops , no worries.
And im gonna be playing games like shadow of mordor and the division in the future.
So...you know...whats the Z97 chipset? And if im unable to get it what would be the best choice?
