Is this because of fried gpu?

My GPU is MSI R9 280X.
I ran OCCT gpu error check. But 1 min later,the power went down.
I turned the power on again,but it won't boot at all. Normally when it boot the keyboard LED blinks quite often but the LED doesn't even turn on.
So I brought my GT730 and plugged it in.It turned on as usual.

The question is,is my 280X fried? Is the only way to fix this getting an RMA?

Some additional reports.
When I plug both GT730 and 280X,it wont boot up.
When I boot through GT730 and connect 280X, device manager tells me I have HD 7900 series plugged in.
 
before you condemn any hardware do the following.shut down the computer.turn off the psu via the switch on the back of the computer or unplug.with the psu off,hold down the power switch for a few seconds.the fans will cycle for a second or two.wait half a minute or so and power on the computer.

Turned off psu and pushed power button but the fan didn't spin
Currently the computer is working pretty fine with GT730,so it doesn't look like psu problem anyway.

Back to the point, how am I supposed to do with my 280x?Should I just get RMA?
