Laptop Hard Drive Overheating

What may be the possible reasons that my Laptop's Hard Disk Drive is heating so so much even when the disk usage is only 10-20 % in task manager???

1) Make sure the all the cooling vents are free from dust build-up (blast them with a can of compressed air).

2) Always use laptop on a hard, flat surface to maintain a uniform air-gap underneath it, so that rules out using it directly on your lap or on any other soft or uneven surface.

i always use it on a hard surface. And i always provide gaps for the air to enter inside the laptop. The problem is that when i use windows 7 its fine but with 8 and 8.1 it gets heated so much.. what may be the problem ??
