Tweaking Ram to run at optimal speed

Hello guys first time posting here, need help with my ram. I have the g.skill ripsaw F3-17000cl9Q-16GBZH and they are only running at 1600HMZ. I have try it overclock them through the bios but it end up not being able to boot, can it be done. any help would be great thank you.
I will list my pc spec below. and pics of Bios is that helps.

CPU: AMD FX-8350
Motherboard: Gigabyte GA-990FXA-UD7
Ram: G.Skill F3-17000CL9Q-16GBZH
Operating system: Windows 8.1
GPU's: 2x XFX AMD Radeon HD7970 (Crossfire)

when you change the speed let said to 1866 .. check your SPD to see what the temp rate for it. most the time you need to up the temp little .. as long as you keep under 1.65 you be safe. I like to keep under 1.6 .. i normally go for 1.50. also you need to loose your timing
if you have 9-9-9-24 ... you might have to do 9-10-10-27

that what mine have to do .. i had 1600 and oc to 1866
my volt was 1.35 ... but the SPD also rate at 1.5 .... i choose 1.5
and loose my timing from 9-9-9-24 to 9-10-10-27

every ram and comp. are different ... this just an example

** note.. i research on Google to see what other OC the same Ram to .. and i use their guideline for mine.. tweak alittle
