I was thinking about this build:
Sapphire Radeon R9 290X Tri-X OC-Edition

or with INTEL XEON E3-1230 V3, Intel Core i5-4670K + MSI Z97 GAMING 3 Sockel 1150 ATX

If you have the money, go for a 4670k ,or even the 5690k , only if the difference in price is very little, in the UK, the 4690k is like 3 pounds more expensive than a 4670k, I'd recommend you going for this as intel cpu's are more power efficient and arguably more powerful than their AMD counterparts, but if you are on a restricted budget, and want to get bang for buck, the AMF cpu will be fine also, it just comes down to how much money you're willing to spend and what manufacturer you prefer :) Neither of the cpus will bottleneck the r9 290x so yeah, personal preference :)
You won't need a z97 board because the i5 5670k is a z87 chipset, you can still go for the msi gaming 3 if you want to prepare for the next generation of cpus i guess... , The build you listed in full seems fine and the gpu you listed is on par with a 780 ti roughly, it's definately in the top 3 of aftermarket r9 290x
