My processor limits it self to 1,36Ghz [AMD]

Alright so these last 2 days I just noticed that my processor was running strangley slow when rendering a video on Sony Vegas, last night I tried to play SMITE which I play at 120fps now it's 40fps and I noticed that my CPU was running 1,9Ghz so I just restarted the computer and it worked fine. This morning however it's running at 1,36Ghz I disabled Cool'n'quiet on my motherboard settings and enabled Turbo-core it's running at 1,36Ghz my PC isn't overheating I have a very good fan setup and it never shuts down from overheating, I tried setting the clock speed in Catalyst but i'ts gone and I can't find it. I have a AMD FX-6350 it's not overclocked and I have a AsRock 960GC and it worked perfectly the year I have this PC.

well hate to braki it but it most likely is overheating, what you are expieriencing is called thermal throttling, and in your case its not your cpu thats doing the thermal throttling its the vrm's of your mobo, that thing cannot support your cpu on fulll load, the vrms get to hot, so as a safety precaution they throttle you cpu, seriously that board is based on 7xx chipset and you are using it for a cpu that was built with 9xx chipset in mind

He is right. That board should have 65 watt TDP limit. The 6350 is 125 watt TDP. Just Google your board and "thermal throttling".
