freezes on starting windows and cant enter bios

i am putting together my first custom build.

biostar ta970 mobo

fx6300 cpu

r9 270 gpu

kingston hyper x ram 8 gig (4gigx2)

i am trying to boot windows from my usb. sometimes i hit del to enter bios and i get a black screen with the cursor in the top left and nothing happens for atleast 30 mins until i try again. soemtimes i get into bios setup where i tell it to boot from usb driver where it loads all windows files however freezes on starting windows with no logo ..

i reset and try again its pot luck whether i can access bios to tell it to load from usb or not .. and when i can boot from usb it gets to starting windows and does nothing ..

i get this black screen as described .. i have read threads that suggest its the psu fault? not sure how that works .. i am using a aerocool intergrator 500w psu ..

the computer is extremly non responsive .. i press del and wait atleast 15 seconds before it does into set up or goes black screen and nothing .. sometimes its instant ..

windows 7 ultimate by the way loaded onto my usb using microsoft bootusb tool thing. it works because it loads the files but it must be my set/hardware.

my bios is upto date because i updated it using my usb drive with the update from biostar on before formating the usb and putting windows on with microsofts usb boot drive thing ..

can anyone shed light on this?
 
Yep its a sign that the Psu cannot provide a stable enough voltage and amps to the mobo.
If the power delivery from the psu is not smooth and there is a lot of what we call ripple current.
It can create havoc with mobo`s.

The other symptom can be a case of a faulty capacitor on the board.
But since the board is new, I would suspect it is the aerocool Psu at fault.

TBH Areocool is not a Psu I would claim to be a quality PSU.
