Computer restarts (apparently) randomly after changing to 8.1 from 7

Not really sure if it's specifically a Windows 8 problem, since it could be a hardware incompatibility issue with 8.1 that I am unaware of. The problem has, however, only started since I changed to windows 8.1 from windows 7(full clean install, HDD/SDD wipes then OS installation, not using the upgrade function on installation)

Basically: my computer will shut down and restart pretty much randomly. If I'm watching a video or just downloading things it will restart, and if it's just powered on not performing specific tasks, it will restart.

However, If I'm actively using the computer for anything, like web browsing, gaming, or file transfers, it won't perform this behavior

I'm not sure if restart is really the right term for it either, The power will be cut off completely, then the computer will turn back on. It doesn't go through a power down cycle, just powers off immediately.

I have WhoCrashed, and my dumps are enabled, but it won't ever show any type of error log at all.

Computer built in 2011, CPU cooling changed in 2013, graphics Feb. 2014, Windows 8.1 April 2014. Only issues I've ever had were overheating from my original graphics, and my CPU heat sink was quite loud during games so I changed to liquid.

Intel i7 2600k at 3.4gHz -never Oclocked yet
MSI P67A-G43 (B3) ATX MoBo
G.Skill Ripjaw X Series 2x4GB DDR3 1333 Memory
Sapphire VAPOR-X R9 270X 2GB w/ Boost and OC (Not Oclocked)
Cooler Master Seidon 240M Cooler
PSU OCZ 700SXS 700W
I'll have to get back to you on the PSU, it was a gift from a friend so I need to open up my case to check it out.

Feel free to ask me to add any relevant information I may not have given, I'm not a master builder/computer technician, I only build PCs. That's why I'm asking you all.

You may want to browse the event log to see if theres any any kind of power down message which wont show up in whocrashed since it didnt crashed & processed normally. This sure sounds like a PSU issue though so dont be surprised if you dont find a powerdown/restart entry in the log

Only eventlog entries that are relevant are Kernel-Power 41 entries with no bug-checks

I guess I just don't fully understand how it's a PSU issue since it's only happened with Windows 8. The PC only ever crashed 2 times under very heavy load on Windows 7, and only froze on 3 occassions on 7. Since I changed to Win8 I haven't had any freezing and my perf. is better but it has had this crash/reboot issue rather often, sometimes a couple times a day depending on how I'm using the computer.

I would also like to reiterate that since the problem has arisen, it has never occurred with active use. This behavior is not exhibited while playing any games (from emu's to BF4-though it crashes on BF4 occasionally just like literally everyone's PC) or doing file transfers.
