I cannot play most of 2011+ games with 60 FPS on this rig, is that normal?

To name some games that don't have consistent 60fps on Ultra.
Battlefield 4 (this one is understandable)
Crysis 3 - This was measured on w7 (Fps can't reach 40-50 on the first level)
Shogun Total War 2 (or any other Total War game)
Witcher 2
Skyrim (with mods but not ENB)
Metal Gear Solid Revengance (I expected this one to perform worse, but it's almost constantly 60)

Now here are some notes.
-I cannot confirm the FPS situation while I had w7 Ultimate, except for Bf4 and C3. Bf4 got a 10-15 boost after w8 upgrade.
-Witcher 2 got all clunky and bugy on w8, I never measured it's fps on w7.
-Skyrim is unbelievably inconsistent.
-The only major release that I can confirm is ALWAYS 60+ is Metro Last Light (without Psychix).

Your video card is comparable to a GTX 760 since it's a 280X without the X, as for your performance, you can always look at benchmarks on the web. I've seen that on certain games Windows 7 is better and that Windows 8 is better for certain games aswell. The 280 shouldn't be able to run all of the latest games on Ultra 60FPS+, but you can look up benchmarks for the GTX 760 since I can't really find any 280 benchmarks. The 280 is a bit stronger than the 760 if I'm not mistaken.

You can check out these benchmarks on the R9 280x which isn't your card/specific brand, but your card is a step-down from it. http://www.anandtech.com/show/7400/the-radeon-r9-280x-review-feat-asus-xfx/9 . Just keep hitting next to see the other graphs and stuff.

I have to add that my graphic card is now detected as amd radeon r9 200 not as SAPPHIRE DUAL-X R9 280 3GB for some reason.
