Random pixelation blocks and artifacts

I recently built my first pc and I ordered a Sapphire R9 280x Toxic used, however the first one had artifacts and flickering etc so I sent it back and he sent me another card, but still the same problems, I'm not sure it's the GPU as he has sold 2 other Toxic cards and both of those buyers reported no problems. It even happens on desktop when not under load, and a lot in games.

My build is:
R9 280x Toxic
Corsair 600w
MSI z87-g41 pc mate
intel i5 4670k (no OC)
8GB 2133mhz ram

Please help me out, i'm quite lost as too what to do next

Those blocks are a result of corrupted VRAM. You should consult your manufacturer once more and inform them of this. Show them screenshots of several instances where this is occurring and make sure you tell them it is consistently happening. It's probably not under a year old and your card ID should be somewhere on the card itself so you should be able to register it on their RMA site. If it's not I'd contact the seller and see if they still have that information.

(Also I'm using an XFX BEDD 7970 (which is the same as an R9 280X) and I also get blocks on my screen but not very often. Instead I'm plauged with crashes on videos every other day or so but I've learned to live with restarting my PC so much since I have an SSD.)

Thank you! I'll try to do that, I was worried it might be that the psu is too weak since the card is supposed to require 750w but then it shouldn't be producing artifacts on the desktop as it's not under load surely? It also doesn't happen when the gpu is out of the computer and hdmi etc is connected to the motherboard.

It's common for GPU makers to over recommend wattage in order to avoid lawsuits or complaints by angry consumers who buy lower wattage PSUs. I'm running my 7970 (same exact card as a 280X) on a 550W PSU and it gives me no issues. A 600W PSU is just fine to power it up. I'm 100% sure its corrupted VRAM.
