Hi, I'll get straight to the point; the situation:

1. My laptop specs:
Acer E1-472 - click here for link to acer
Core i5-4200U
Intel Chipset (I've yet to identify)
Integrated Graphics Intel HD 4400

2, CPU supports 1333MHz/1600MHz as per intel website

3. I choose between these two Memory Modules from Kingston:
- Kingston HyperX 2133MHz CL11 (Website says I can get a lower CL8 if I run these @ 1600)
- Kingston HyperX 1600MHz CL9

4. I do not intend to overclock, I just stick the modules and switch the laptop on :) The laptop bios does not have any settings that allow you to mess with things like voltage, timings and the like.

5. The laptop has Integrated Graphics and will be used for some light gaming (Old games from around year 2003) and will be running virtual machines.

6. I don't really mind spending a little bit more as long as I'd get even just a theoretical performance increase.

Now for my questions:
Q1 - Am I safe to assume that the 2133MHz Kingston RAM stated above will run at 1600MHz (Because that's the CPU's rated unovercocked limit) and that it will default at the advertised CAS (8-8-8) without any need of any further bios settings?

Q2 - Will a 2133MHz CL11 RAM Module running underclocked @ 1600MHz CL8 be any less reliable/durable than having a 1600MHz CL9 RAM Module running stock?

Thanks in advance, you guys are great!

I think the underclocked 2133MHz will be a better choice. The RAMs SPD will make the motherboard use the 8-8-8 timings if the frequency is set to 1600MHz. Neither module will be more or less stable. If anything, the 1600MHz CL9 will be more unstable since it is running at its limit whereas the underclocked 2133MHz is designed for more.
