Ref 7970 won't change clock speeds

I've had a Diamond 3G 7970 oced and running perfectly for about a year before I had to move. After the move, something got messed up and the card had major artifacting and eventually crapped itself. I RMA'd the card, and since I've gotten it back, it's automatically set at 1050/1500 which still tends to crap out after a while with a vertical line crash when playing even low gpu demanding games like LoL.

I used to be able to down clock the ram to 1375 which is what it should be at, and it would work fine, but no matter what I change, the clocks stay stuck at the 1050/1500 settings. I've tried CCC, MSI Afterburner and Trixx, one at a time, but even if I set the clocks to stock 925/1375, the speeds never change.

I've tried different driver versions from the first to the latest 14.4, and uninstalled/reinstalled many times with driver sweeper. I just don't know what else I could be missing that is basically locking the card at 1050/1500 no matter what I try to set it at.
