It's a fairly low end GPU and the motherboard is compliant with all of the standards and requirements of the GPU (PCI-Express 2.0, etc) so its compatible.

My motherboard support pci-e 1.1, graphics card required pci-e 2.1?

PCI-E 2.0 is not required but in order to get full utilization of the bus width's maximum bandwidth it would have to be 2.0. You can still use the card just fine as its a common agreement that the PCI-E iterations are usually just theoretical roofs that you probably won't come close to hitting anyway.
