First build ever, possible?

I'm looking to build my first PC ever, What I am wondering is if I can build a Desktop PC that will atleast perform equivalent to my current Laptop, but with better cooling for around the Price of $700.

I bought my current Laptop nearly 2 years ago, it runs like a monster still even with most games, but because it was a laptop there was obviously the premium price tag. I paid approx $1,400 for the laptop itself. I have currently got into "botting" multiple different games to sell the gold/items on the side but running my laptop 36 hours + with mtuliple clients/games really heats this thing up and im scared its going to die because of it.

Current specs:
Dell XPS 17
Intel i7- 2670 @ 2.2 GHz
Nvidia GeForce GT 555m 3gb Dedicated gfx
16gb RAM @ 1333 MHz
750 gb 7200 rpm HDD

I know the gfx card is a little out dated and the processor is a little old, so I was hoping that I could build my self a Desktop for around $700 that would match these specs. Processor/graphics atleast on par maybe a little better. And hoping to jump to the 1600 MHz ram even if I can only get 8gb.

This build is 650 w/out operating system. This gives you room to customize to your liking. You could put that in the cpu, upgrade to a 280x maybe, get a different case, or just buy sick visual appeal items like an led strip.
