is two r9 270x msi twin frozr in crossfire overkill for only 720p (1366x768) resolution gaming

Considering you have a strong enough power supply and a motherboard that supports the dual GPU, I still think it is a bad idea. It would be substantially more beneficial to yourself to purchase a single, but more powerful card. The price of two of those GPUs is nearly 400$. I would personally recommend the R9 290 if you would like to stay with an AMD GPU. The Tri-x OC (380$) version haS 4gb DDR5 Ram and will max anything you throw at it pretty much at any resolution.
