The PC was purchased pre-built, it has great specs, but it doesn't have a video card, I was planning on purchasing an AMD R7 260x, but in order for me to connect it to the power supply I need a PCI-E cable, but my power supply doesn't have one. What do I do?

Get a new and better power supply that will provide them. Most prebuilt pc have crappy psu so if you were planning to add a gpu then you will need to change power supply.
