What is cpu core parking

While playing cs go with fx 8320 and 290. I saw that 3 of the cores are not at all used
Is there any to use them. This is affecting my fps

Or can i increase fps using core parking( actually this was suggested to me in tomshardware)
Can u explain how to do it

Core parking:
This is when a core of a CPU is stopped to save power. However, if it's not managed correctly game performance can degrade though I'm not sure of the exact reason for this... perhaps the game can only use up to "three" cores and if some are starting and stopping rather than just staying on you don't have the same CPU cycles available to the game you would get if the cores were never off.

In BF4 for example, I believe people were forcing core parking to be disabled for Windows 7. I'm not certain, but I believe core parking in Windows 8 works better or perhaps it has to do with BF4 being specifically coded for the CPU.

*Regardless, aside from BF4 I'm not certain how many games would benefit.
