incredibly slow boot times and the system is almost unusable for 10+ minutes afterboot.

as title says system drive is incredibly bad. worse than any other drive ive ever had. its advertised seek and latency is 8.9 and 5.6, and this drive is fresh from a format. and please, i know ssds are infinitely faster, this is a question about the current drive in the system and making the computer usable in its current state, not an upgrade.

WD5000AACS 500GB 5400 to 7200 RPM
16MB Cache SATA 3.0Gb/s 3.5".
AMD a10-7850k @ 3.7
msi a78m-e35 board, 16gb 1333mhz memory.

Bootable XP on a USB stick... Use the utilities to test your system and see if it is the HD or the rest of the hardware

without any other guidance i ran defrags and error checks with completion, even got the drive down to <1% fragmented and tried again, amrginal increase in boot times, still very slow, ~3 minutes after welcome screen for full functionality.( boot takes a full 3 minutes as it is)
