Hi i've been working on installing my Sapphire Radeon HD5450 but its not working on my pc. at first, I check if all my utilities are updated and still it will only load up to the windows 7 load screen. it won't go to the desktop. please help.

specs on my computer is

intel i3-3210
windows 7 starter
32bit Operating System
2GB Ram
ASUS P8h61-M LX3 plus r2.0
with Pcie 3.0 16x 1 slot

no, i've been using this since 6months ago, though i just installed MEI on pc since it is showing an exclamation mark on pci simple communication and i read in one of the post in asus that it might cause the pci 3.0 16x to malfunction.. but it's still not working
