I'm just going to go through the process from when I start my computer since it's a confusing situation.
Once I get to the desktop the Internet icon on the system tray appears as the following:
- An Ethernet connected icon
- An Ethernet connected icon with a yellow warning symbol with a !
- A WiFi icon with a white * above it
- Then it may connect to my WiFi, but after a few minutes it goes back to the previous icon.

I've called Time Warner my ISP, and they can't help me because it's nothing on their end. I've called my router company Linksys (Cisco), and it's the same thing without buying a subscription plan to their premium tech support. I've also contact Microsoft, and had the same result as Linksys.

Additional Information:
- When I Open Network and Sharing Center my network name will apear except the Activity says: Not Connected, and that whole section of the window blinks for a while.
- When I left click the WiFi icon and bring up my list of connections my network name will appear like this

MyNetWorkName Limited <WiFi Icon>

When I try to disconnect, it won't let me.

- I've tried the troubleshoot, but the troubleshoot will not work for me either. I'm almost certain it's the laptop and not the router or my internet because my phone and desktop have no issues at all connecting wirelessly and wired.

Have you clicked on the white bars of your internet connection to view connection settings, then manage known networks. You may have a wealth of neighbors with unprotected Wi-Fi and you are rocking back and forth connecting to the strongest signal. I also sit my behind the ISP Router so I turn off my firewall and use the two, one of my Wi-Fi router and one on the ISP Router. I set my network not to display so drive by's don't hack in. If you are connected, do a disconnect and then try to connect to the Wi-Fi and make sure you select to always connect to this device selecting yours. You can also deselect while in the prior screen of manage settings to Forget This Network so it does not keep attempting to connect to a neighbor. Last...

You can also deselect while in the prior screen of manage settings to Forget This Network so it does not keep attempting to connect to a neighbor. Last resort is change your channel on your router to 3, 6, 9,11 as you may be overlapping with a neighbor. Don't use any other as it only overlaps worse. Most people use 6 and 9 by default, so I would use 3 or 11 on my router.

Also HP has a known issue with the Ethernet Cards. Go to HP Support and look for drivers of Realtek sp58496.exe or Mediatek sp64825 and hopefully the upgrade will cure your woes. The known issue is with Windows 8.1
