Some motherboards run all the fans at 100% when they first start if the motherboard is not configured properly. Can you get into the bios and check the settings? It could also be an issue with having to reseat the gpu, ram etc. Sometimes that will clear up the configuration problem.

Again it could be that it needs to be reseated. Remove it and re-plug it back in and remove the extra power plug and plug it back in. It is really dusty? If it is plugged up with dust, It will try to run faster to cool itself.

I have heard people were having problems with R9's. But almost exclusively when they were overclocking them. Are you overclocking your GPU? If you can test the GPU in a different machine and it does the same thing you will have to rma it.

I have copied a feedback from this card at Newegg, com. It seems that at least one other person had the same problem:
1 out of 5 eggsNo signal. Dissapointed but pleasently surprised with costumer service.
Pros: Great looking card. Nice Blue LED. Card seems to be built sturdy with a nice back plate to support everything.

Cons: The Card did turn on with fans spinning and LED lighting up but there was no signal to the monitor. I tried everything from updating BIOS to making sure everthing was plug correctly.
I did cal Newegg and I spoke with gentleman called Michael from troubleshoot support and although he was wonderfull and proffessional while assisting me we could not get the card to work. He stated that it was probably a faulty card and that I should go ahead and RMA it.

Hopefully Newegg can make this a speedy process and refund my money so I can purchase a different brand since this one is out of stock. I think I'm going to go with ASUS this time since this sapphire let me down.

Other Thoughts: Just to clarify, this card does need 2x8pins connectors to power up.
